Lusaka, 31st December 2025. The Levy Mwanawasa Medical University (LMMU) Council has approved the long-awaited Conditions of Service for University staff, marking a historic milestone in the institution’s growth and a significant step towards improving staff welfare and institutional governance. The approval was granted during the 4th University Council Meeting held on Monday, 29th December 2025. This development is particularly significant as it represents the first time since LMMU’s establishment in 2018 that formal Conditions of Service have been approved, reaffirming the University’s commitment to fairness, accountability, and the wellbeing of its workforce.

 The announcement was made by the Acting Vice Chancellor, Professor Sekelani Banda, during a special staff recognition meeting convened to acknowledge outstanding performance and dedication among members of staff. 

“Some members of staff have performed exceptionally well and demonstrated remarkable resilience in the execution of their duties. Today, we are recognizing and appreciating that spirit of commitment,” said Prof. Banda. 

Professor Banda further disclosed that, in addition to approving the Conditions of Service, Council also approved several key institutional instruments, including the 2026 University Budget, the LMMU Strategic Plan, the Council Charter, and the University Statutes. He noted that these approved documents will provide clear guidance on the rights, responsibilities, and expectations of both the University and its employees, while promoting fairness, consistency, professionalism, and accountability across the institution. 

He further emphasized that the University continues to enjoy strong political support and goodwill from Government, which remains critical to LMMU’s continued development. 

“We have very good political support and goodwill from Government. In 2026, the University will begin the process of transitioning staff to the approved Conditions of Service,” Prof. Banda said. He added that the transition will be undertaken in a transparent and consultative manner, involving relevant stakeholders, and will include the advertisement of various positions to ensure merit-based recruitment. 

During the event, the University also recognized the following members of staff for their exemplary service and commitment: 

  • Mrs. Chisala Mbindawina – Acting Chief Financial Officer (on secondment from the University of Zambia) 

  • Dr. Sera Beza Mbewe – Director, Information and Communication Technology 

  • Mr. Azwel Simwinga – Information and Communication Technology Department 

The ICT Department Team was also collectively commended for their dedication, professionalism, and teamwork. The team members include: 

  • Mr. Cuthbert Musonda 

  • Mr. Kabwenda Monga 

  • Mr. Bibusa Kaunda 

  • Mr. Warren Mwiche 

  • Ms. Susan Chibuye 

The approval of the Conditions of Service and the recognition of staff excellence reflect LMMU’s ongoing commitment to building a motivated workforce capable of delivering on its mandate of training health professionals and advancing medical education, research, and service delivery in Zambia.
